RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Support Services Agreement Amendment No. 2 (County Contract #23-752) with Clinical Computer Systems, Inc., an Illinois corporation, effective July 1, 2023, to amend Support Services Agreement, dated April 22, 2013 to provide maintenance and support services, in an amount not to exceed $276,536, regarding OBIX Perinatal Labor and Delivery software for Contra Costa Health for the period from July 1, 2023 through June 30, 2026

FISCAL IMPACT:
Approval of this amendment will result in contractual service expenditures of up to $276,536 over a 3-year period and will be funded 100% by Hospital Enterprise Fund I revenues.

BACKGROUND:
This contract meets the needs of the County by providing a prenatal data system used by Contra Costa Reginal Medical Center (CCRMC) for fetal monitoring. Clinical Computer Systems, Inc.'s (CCSI) OBIX Perinatal Data System is a comprehensive, computerized system for central, bedside, and remote Electronic Fetal Monitoring. The application includes archiving, point-of-care charting, single-click management reports, internet-based physician access, providing decision support for obstetric providers during fetal heart rate assessment and uterine activity during labor. CCMRC began using CCSI's OBIX Perinatal Data System in 2011, when the parties executed a Software License Agreement and County Standard Contract #23-509 for the consultation and technical assistance with regard to CCRMC and its Health Centers fetal monitoring system.
