RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Square Signs LLC d/b/a Front Signs in an amount not to exceed $500,000, to provide on-call signage design, fabrication, and installation services at various County sites and facilities, for the period of October 1, 2026 through September 30, 2031, Countywide.

FISCAL IMPACT:
Facilities Maintenance Budget. (100% General Fund)

BACKGROUND:
The Public Works Department, Facilities Services, is responsible for the maintenance and repairs of all County properties. Government Code Section 25358 authorizes the County to contract for the maintenance and upkeep of County buildings and grounds, which includes the installation, repair, and replacement of signage used throughout County sites and facilities.

Facilities Services requires on-call signage design, fabrication, and installation services to support Countywide operational needs. County staff do not possess the specialized equipment, materials, or fabrication capabilities needed to produce durable interior and exterior signage, nor do they maintain the technical expertise required for ADA-compliant, wayfinding, regulatory, safety, and custom-designed signage. Professional signage fabrication ensures consistent quality, compliance with building and accessibility standards, and timely installation. The demand for new and replacement signage regularly exceeds internal staffing capacity, and the use of experienced contractors allows Facilities Services to respond quickly to departmental requests, ensure uniformity across County sites, and maintain safe, clearly marked public buildings.
