Report Title:                      Reissuance of Payment to Partners in Communication LLC

Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Auditor-Controller, or designee, on behalf of the Health Services Department, to reissue payment in the amount of $24,924 to Partners in Communication LLC for providing interpretation services during the period of June 2, 2026 through June 30, 2026, due to loss and fraudulent redemption of the original payment.

FISCAL IMPACT:

The financial impact includes the unrecovered original payment of $24,923.93 and the cost to reissue the same amount. Contra Costa Behavioral Health will absorb the total loss of $49,847.86 using Forensic Mental Health funds.

BACKGROUND:

Partners in Communication submitted invoice #330827, dated July 1, 2025 to the County in the amount of $24,923.93 for interpretation services provided under County Contract #23-769-2. The County issued check #9000313370 on September 11, 2025 to pay this invoice. However, the vendor did not receive the check, as it was intercepted and cashed by an unauthorized party. Since the vendor provided the services outlined in the invoice, the County remains responsible for payment.

CONSEQUENCE OF NEGATIVE ACTION:

Possible loss of the vendor relationship and the negative impact of the potential disruption to access to specialized interpretation services that they provide for our deaf and hearing-impaired patients.
