RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #72-087-8 with Randell Lee Wilferd Jr. (dba Randy's Mobile Mechanical Service), a sole proprietor, in an amount not to exceed $465,850, to provide consultation services, vehicle inspections, maintenance, and repair services to the Public Health Division's Mobile Satellite Health Centers for the period from January 1, 2026 through December 31, 2026.

FISCAL IMPACT:
Approval of this Contract will result in annual budgeted expenditures of up to $465,850 and will be funded 100% by Public Health Clinic Services funds.

BACKGROUND:
The County has an obligation to maintain the Public Health Division's Mobile Satellite Health Centers to ensure uninterrupted delivery of essential services to clients throughout Contra Costa County. The Division operates a fleet of mobile clinical vehicles deployed at various locations countywide. When these vehicles require service, the Contractor provides on-site mobile repair and maintenance, including emergency response when a vehicle becomes disabled in the field. This on-site service minimizes disruption to clinical operations and prevents delays in scheduled community services. The Contractor also conducts required California Highway Patrol inspections and performs Biennial Inspection of Terminals (BIT) compliance checks. The County has utilized this Contractor since January 1, 2017.
