RECOMMENDATIONS:
Ratify the Health Services Director, or designee's (Suzanne Tavano), April 2, 2026 execution of Standard Agreement #29-469-26 (State #26-60025) with the California Department of Health Care Services (DHCS), to administer and oversee the Behavioral Health Services Act (BHSA), Lanterman-Petris-Short (LPS) Act, Projects for Assistance in Transition from Homelessness (PATH), Crisis Counseling Assistance and Training (CCP), and Substance Abuse Prevention and Treatment Block Grant (SABG) programs for County's community behavioral health services, for the period from July 1, 2026 through June 30, 2029.

FISCAL IMPACT:
Under this Contract, the County shall be reimbursed by DHCS with Federal Title XIX funds for the cost of federally eligible Short-Doyle/Medi-Cal Specialty Mental Health Services rendered to federally eligible Medi-Cal beneficiaries. County shall adhere to the State maximum statewide reimbursement of negotiated rates for Short-Doyle/Medi-Cal (SD/MC) services and Medi-Cal Specialty Mental Health Services for Fiscal Years 2026 through 2029. Reimbursement for Federal Grants shall be subject to Federal cost containment requirements and availability of funds.

BACKGROUND:
This Behavioral Health Services Standard Agreement covers County Realignment requirements, including maintenance of effort, access to and use of State Hospital, data collection and reporting, and cost reporting on County Behavioral health Programs. The County shall provide an array of behavioral health treatment options and case management services to County behavioral health residents in accordance with the Welfare and Institution Codes section 5600.2 through 5600.9.
