RECOMMENDATIONS:
APPROVE and AUTHORIZE the Interim Health Services Director, or designee, to execute on behalf of the County Contract #74-363-16 with La Clinica de La Raza, Inc., a non-profit corporation, in an amount not to exceed $348,170, to provide Mental Health Services Act (MHSA) Prevention and Early Intervention (PEI) services for Latino residents of Central and East Contra Costa County for the period July 1, 2025 through June 30, 2026.
FISCAL IMPACT:
Approval of this Contract will result in annual expenditures of up to $348,170 for FY 2025-26 and will be funded 100% by MHSA PEI revenues.
BACKGROUND:
This Contract meets the social needs of county's population by providing MHSA PEI services to Latino families residing in Central and East Contra Costa. Contractor's services will include but at not limited to behavioral health screenings for risk factors, such as symptoms of depression, anxiety, substance abuse, reactions to trauma, domestic violence, sleep difficulties, and pain. Contractor will also provide education and support to Latino parents and caregivers so that they can support the strong development of their children and youth. This Contractor has been providing MHSA PEI services to the County since July 1, 2009. This Contract is entered into under and subject to the following legal authorities: California Government Code ?? 26227 and 31000. The Behavioral Health's Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the contract are upheld. This contract was approved by Health Services Personnel to ensure there is no conflict with labor relations.
