Report Title: Use of Procurement Card with Meta Platforms, Inc. for Boosted FaceBook & Instagram Advertising through September 10, 2029
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
Ratify the County Librarian’s use of the Procurement Card with Meta, subject to their FaceBook Self-Serve Ad Terms, in an amount not to exceed $30,000 for Facebook and Instagram boosted advertising for the period of September 11, 2026, through September 10, 2029.
FISCAL IMPACT:
100% Library Fund.
BACKGROUND:
The Library uses Facebook and Instagram (both owned by Meta) to communicate with patrons about library materials, services and resources. To reach beyond those people who follow the Library on social media, the Department uses boosts and ads to increase the reach of postings.
Meta requires credit card payments, and the transaction includes terms and conditions including indemnification of the vendor but not of the County; County Counsel has provided review. Due to seeking compliance requirement clarification from the Purchasing Division, and due to the time required to obtain appropriate approvals, the Library respectfully requests Board approval to ratify this purchase.
These purchases are entered into under and subject to the following legal authority, California Government Code § 31000.
CONSEQUENCE OF NEGATIVE ACTION:
If the Procurement Card purchase is not approved, the Contra Costa County Library will not be able to use paid-for ads to communicate with patrons through Facebook and Instagram.
