RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Empowered Aging, effective May 1, 2024, to increase the payment limit by $33,100 to a new payment limit not to exceed $552,280 for the continued Long-Term Care Ombudsman services pursuant to the Older Americans Act with no change to term.
FISCAL IMPACT:
$552,280: 81% State; 19% Federal, (CFDA #93.042. 93.044) all of which is budgeted in FY 23-24.
BACKGROUND:
Contractor was selected through County procurement process, deriving from Request for Proposal (RFP) 1171. On June 13, 2023, the Board approved item C.111 authorizing a renewal contract with Empowered Aging in an amount not to exceed $519,180 for Long-Term Care Ombudsman Services for the period July 1, 2023 to June 30, 2024. This amendment will provide additional funds of $33,100 to a new payment limit not to exceed $552,280.
Empowered Aging provides Long-Term Care Ombudsman Services in Contra Costa County. The services include responding to reports of abuse of residents of long-term care facilities and Residential Care Facilities for the Elderly (RCFEs) and representing residents with issues related to day to day care, health, safety and personal preferences.
CHILDREN'S IMPACT STATEMENT:
This contract supports the fourth of Contra Costa County’s community outcomes of the Children’s Report Card, "Families that are Safe, Stable and Nurturing.”
CONSEQUENCE OF NEGATIVE ACTION:
Seniors in Contra Costa County will not receive Long-Term Care Ombudsman Services.
