RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Director of Airports a blanket purchase order with Herc Rentals Inc., in an amount not to exceed $15,000, for rental of heavy equipment used for maintenance and repairs at the County Airports, for the period of August 11, 2026, through August 10, 2029. (100% Airport Enterprise Fund)
FISCAL IMPACT:
The cost of renting equipment for the County Airports maintenance and repairs is funded 100% by the Airport Enterprise Fund.
BACKGROUND:
The Contra Costa County Public Works Airports Division manages the two County Airports, Buchanan Field and Byron Airports (County Airports). Airports staff routinely completes minor maintenance and repairs that require the use of heavy equipment. Herc Rentals supplies tools and equipment including but not limited to booms, scissor lifts, tractor skip-loaders, telehandlers, carpet cleaners, etc. necessary to support Airport staffs' maintenance efforts.
The rental agreement with Herc Rentals Inc., requires the County to indemnify, defend, and hold harmless Herc Rentals Inc., from any claims, damages, liabilities, or expenses arising out of the County's rental of the equipment, including reimbursing the vendor for its costs in enforcing the indemnity provision. The vendor's maximum liability under this agreement will not exceed the total amount paid by the County to the vendor. Additionally, the rental agreement provides that the governing law will be either Delaware or Florida.
