Report Title: JUMP Technology Services, L.L.C. - Software Services

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute an agreement with JUMP Technology Services, L.L.C., in an amount not to exceed $111,267 to provide software services for taking reports and managing Adult Protective Services cases for the period October 1, 2026, through September 30, 2028.
FISCAL IMPACT:
59% Federal, 35% State, and 6% County funds; $55,633.08 of which is budgeted in FY 26-27 and $55,633.08 of which will be budgeted in FY 27-28.
BACKGROUND:
On October 1, 2024, the Board approved item (C.22) authorizing executing an agreement with JUMP Technology Services, L.L.C., in an amount not to exceed $102,974 for a term of October 1, 2024, through September 30, 2026.
This action seeks to execute a new agreement with mutual indemnification and limitation of liability for the period of October 1, 2026, through September 30, 2028, to provide software subscriptions, training, and technical assistance support of JUMP Technology Software, LEAPS.
This vendor was selected per procurement requirements outlined in Administrative Bulletin 600.3.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, the County will not be in compliance with the California Department of Social Services (CDSS), as Adult Protective Services (APS) is a mandated program, and counties are required to provide reporting to CDSS. LEAPS is the standard database for APS in the State.
