Report Title: Purchase Order with Frontline Education for Absence & Substitute Management Subscription through June 30, 2026

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the County Librarian, a purchase order with Frontline Education in an amount not to exceed $10,523 for the renewal of Absence & Substitute Management subscription used to track and fill vacancies, for the period July 1, 2025, through June 30, 2026.
FISCAL IMPACT:
100% Library Fund.
BACKGROUND:
The Frontline Education, Absence & Substitute Management system is an automated substitute placement and absence management system the library uses to fill vacancies. It saves hours of manual sub-calling, while capturing rich data for better employee absence management.
Frontline Education’s Master Services Agreement includes an indemnification from the County to Frontline Education, as well as a limitation of liability at the amount of fees paid in the prior 12 months.
CONSEQUENCE OF NEGATIVE ACTION:
If the Purchase Order is not approved, the Contra Costa County Library will not be able to use the automated web and phone-based substitute placement platform. The library will have to go back to manual calling of substitutes to fill vacancies.
