Report Title: Contract Amendment with Contra Costa Interfaith Transitional Housing, Inc. Solutions

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Defender, or designee, to execute a contract amendment, effective April 1, 2024, with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions), to increase the payment limit by $45,034, to a new payment limit of $2,672,337, to provide additional services to Holistic Intervention Partnership (HIP) participants, with no change to the term April 1, 2023 through February 28, 2026.
FISCAL IMPACT:
The additional cost of $45,034 will be funded 100% by the California State Board of Community Corrections.
BACKGROUND:
In August of 2022, the Contra Costa County Office of the Public Defender and the Contra Costa County Health, Housing, and Homeless Services Department were awarded a $6 million grant from the California Board of State and Community Corrections (BSCC) to expand the Holistic Intervention Partnership (HIP). HIP provides support to those involved in the criminal legal system in an effort to improve outcomes for indigent Contra Costa County residents who struggle with mental illness, substance dependence, and homelessness. The grant provides dedicated funds to preserve or provide housing for the estimated 35% of Public Defender clients who are unhoused or at risk of being unhoused. Approximately one half of the total grant supports housing services, including staffing, and directs dollars to temporarily house individuals involved in low-level offenses.
The contract amendment increase of $45,034 will provide an additional 440 nights of Short Stays to assist with the immediate stabilization of unhoused individuals, typically upon release from custody or in anticipation of their court date.
