RECOMMENDATIONS:
ADOPT a Resolution which establishes revised retirement plan contribution rates approved by the Retirement Board for the period July 1, 2025 through June 30, 2026, for the Contra Costa County Fire Protection District.


FISCAL IMPACT:
The contribution rates for Cost Groups #5 and #8 will be revised, effective July 1, 2025.


BACKGROUND:
At its July 9, 2025 meeting, the Contra Costa County Employees Retirement Board ("CCCERA") adopted amended employer and employee contribution rates for Contra Costa Fire Protection District ("CCCFPD") for fiscal year 2025-26. The amended rates, which were calculated by its actuary, Segal Consulting, and based on a December 31, 2023 valuation, were requested due to the CCCFPD annexation of the Rodeo Hercules Fire Protection District ("RHFPD"), effective July 1, 2025.

Additionally, on June 24, 2025, CCCERA received a $7,500,000.00 prepayment to the Safety Group #8 towards the unfunded actuarial accrued liability (UAAL) from RHFPD. In accordance with CCCERA's Actuarial Funding Policy, employer contribution rate reductions resulting from additional employer UAAL payments are applied "starting on July 1 following receipt of the payment."

The attached letter from Segal Consulting illustrates the revised contribution rates, effective July 1, 2025 for Contra Costa County Fire Protection District, taking into account the payment towards the UAAL and the annexation of RHFPD. Also attached are the revised resolution exhibits, impacted by the CCCFPD annexation of the RHFPD and the $7.5 million prepayment. The Board originally adopted the rates at its September 12, 2024 meeting in Resolution No. 2024-333.
