Report Title: Bentley Systems Contract

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the County, to execute a Purchase Order with Bentley Systems for specialized MicroStation Support consulting services necessary to diagnose, repair, and restore functionality to the County's MicroStation and associated CAD systems used for Assessor's map production and critical GIS operations, subject to Bentley's terms and conditions, with a term of December 15, 2025 through December 14, 2026, and a payment limit of $12,656.25.
FISCAL IMPACT:
General funds (100%), not exceeding $12,656.25 in total. Consulting service will be billed monthly in accordance with use.
BACKGROUND:
The County's MicroStation and CAD systems experienced failures that disrupted required Assessor mapping and GIS operations. Bentley Systems, as the software developer, is uniquely qualified to provide the specialized diagnostics and repairs needed to restore full system functionality. Services were required immediately; therefore, staff requests Board ratification of the contract.
Bentley's General Terms and Conditions include a limitation of liability, capping Bentley's liability at the amount of fees paid in the twelve (12) months prior to a claim arising.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to approve this contract would leave the County without the specialized technical support required to restore full functionality to its MicroStation and associated CAD systems. Without these repairs, the Assessor's Office would be unable to reliably produce and update legally mandated assessment maps, resulting in delays to property assessment processes and potential impacts on tax roll accuracy and timeliness.
