RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment/Extension #5023200-2 with Support4Recovery, Inc., to increase the payment limit by $200,000 from $400,830 to a new total of $600,830 and extend the termination date from September 15, 2026 to December 31, 2026 for continued sober living services for Spanish speaking men and women.
FISCAL IMPACT:
Approval of this Amendment/Extension will result in additional expenditures of up to $200,000 and will be funded as budgeted by County General Funds.
BACKGROUND:
On May 19, 2026, the Board of Supervisors directed Contra Costa Health Services to follow up with a contract amendment for Support4Recovery, Inc. for the continued provision of sober living services to Spanish speaking populations within the County. Support4Recovery exhausted it’s payment limit of $400,830 in July 2026. Today’s item requests authority to amend the contract, increasing the payment limit by $200,000 and extending the end date from September 15, 2026 to December 31, 2026, effectively continuing services for an additional 6-months.
The proposed Amendment/Extension will allow Support4Recovery, Inc. to continue offering sober living services for Spanish-speaking men and women while the operator pursues required certification and eligibility to participate in the Medi-Cal program and future competitive procurement processes, as appropriate.
This contract, previously overseen by the County Administrator’s Office, will now transition to the Health Services Department for ongoing management and oversight.
