Report Title: Shields Reid Community Center Rental for Required Public Information Meeting
Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee (Environmental Health Director, Assistant Director of Health Services), to execute a rental agreement with the City of Richmond in an amount not to exceed $200 for the rental of a facility at the Shields Reid Community Center on September 16, 2026 to conduct a regulatorily required public information meeting for a solid waste facilities permit revision.
FISCAL IMPACT:
This action will not exceed $200 and is funded by Environmental Health Fees.
BACKGROUND:
Environmental Health, as the solid waste Local Enforcement Agency (LEA) for Contra Costa County, is conducting a regulatorily required public information meeting for a proposed revision to a solid waste facility permit.
The public information meeting at the Shields Reid Community Center will provide West County residents and other interested parties with an opportunity to receive information and provide input regarding the solid waste facilities permit revision. Holding the meeting at a community center in Richmond ensures accessibility for the residents most directly affected by the permit revision.
The agreement requires the county to indemnify, save, and hold harmless the City of Richmond from any and all liability arising during the term of the rental agreement and the City will have no liability for loss or damage to County's goods, property, or equipment.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, Environmental Health, as the solid waste LEA, will likely fail to meet the deadline to have the required public information meeting.
