Report Title: Authorize contract for temporary social workers

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Social Service Staffing & Recruiting, Inc., in an amount not to exceed $925,000 to provide qualified temporary social workers for clients of Children and Family Services Bureau for the period July 1, 2024 through June 30, 2025.
FISCAL IMPACT:
$925,000: (59% Federal, 35% State, and 6% County) all of which will be budgeted in FY 24-25.
BACKGROUND:
Children and Family Services (CFS) has experienced difficulties in recruiting and retaining qualified social workers. Currently, there are approximately 30 vacancies in addition to staff on leaves of absence. Recruitment efforts through Human Resources have not produced adequate numbers of candidates to fill all vacancies.
Previous contracts and amendments for these services with the contractor have been authorized by the Board of Supervisors on April 4, 2023 (C.73) for FY23/24, May 24, 2022 (C.48) for FY22/23 (amendment), January 18, 2022 (C.56) for FY22/23 (amendment), and on June 8, 2021 (C.79) for FY21/22.
CONSEQUENCE OF NEGATIVE ACTION:
Qualified social workers will not serve clients in CFS programs efficiently due to the higher than optimal caseload.
