RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No. 26286 to reallocate the salary of Director, Department of Conservation and Development - Exempt (4AA1) at Salary Plan and Grade BD5 2348 from $15,280.90 - $18,574.03 to $16,125.48 - $19,600.62, as recommended by the Human Resources Department.
FISCAL IMPACT:
Upon approval, this action will result in an annual cost to the Land Development Fund of approximately $8,000.00. This action will result in no fiscal impact to the County General fund.
BACKGROUND:
Human Resources completed a salary study in September 2023 which included county department head’s job classes. The study results demonstrated that a majority of the Director level salaries are placed well within the market, with the exception of the Director, Department of Conservation and Development, currently at -13.03% below median. The study found a strong data match in all 8 comparator counties however highlighted that the salary for this position within Contra Costa County was the lowest in the comparator group.
Based on the information collected in the study, the current Director, Department of Conservation and Development has a maximum salary of $18,574.03 while the median maximum salary of the comparator counties is $21,356.00. Human Resources recommends a revised maximum salary of $19,600.62 to remain competitive in the job market.
CONSEQUENCE OF NEGATIVE ACTION:
If this salary reallocation is not approved, this classification will continue to be compensated at a rate significantly lower than market causing potential retention and recruitment challenges.
