Report Title: Purchase Order with Scanning Pens Inc. for C-Pen Reader 3s.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the County Librarian, a purchase order with Scanning Pens Inc., subject to their US Terms & Conditions, in an amount not to exceed $3,281 for the purchase of C-Pen Reader 3s.
FISCAL IMPACT:
100% Library Fund.
BACKGROUND:
The C-Pen Reader 3s will scan text and convert it to speech, which helps patrons learning to read or with reading challenges.
The Terms and Conditions include a limitation of liability provision, which have been reviewed by County Counsel.
CONSEQUENCE OF NEGATIVE ACTION:
If the Purchase Order is not approved, the Contra Costa County Library will not be able to provide patrons with the text to speech scanners.
