RECOMMENDATIONS:
RESCIND Board action of March 31, 2026 (C.59), which pertained to a contract with Strata Decision Technology, LLC; and APPROVE and AUTHORIZE the Health Services Director, or designee, to execute Software Use Agreement (County Contract #23-897) with Strata Decision Technology, LLC, a limited liability company, in an amount not to exceed $1,927,686 to provide hosted cost accounting and budgeting software for Contra Costa Health (CCH) for the period from March 31, 2026 through March 30, 2031.

FISCAL IMPACT:
This Contract will result in contractual service expenditures of up to $1,927,686 over a 5-year period and will be funded 100% by Hospital Enterprise Fund I revenues.

BACKGROUND:
This Contract meets the needs of the County by providing a cost accounting and budgeting Software-as-a-Service (SaaS) that will be utilized to structure CCH's cost accounting and budgeting process and help to track, analyze, and report costs; enabling the identification of areas for cost reduction, increased budget accuracy and improved financial decision making for the staff supporting CCH. To be able to effectively provide services to the community, CCH is looking to integrate and leverage the benefits of this SaaS, infusing modern technology into its operations at large.

CCH does not currently have an enterprise-wide cost accounting or budgeting system, leaving cost accounting and budgeting to be informally managed by individual departments. As part of the state-wide initiative to improve Cost Accounting, Efficiency, Productivity and Access, CCH must meet two metrics, of which cost accounting system implementation improvement accounts for 80%.
