Report Title:                     Memorandum of Understanding #29-513 City of Brentwood

Recommendation of the County Administrator Recommendation of Board Committee

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a Memorandum of Understanding with the City of Brentwood, to accept funds not to exceed $50,000 for the use of the Children’s Interview Center to provide standardized forensic interviews as necessary to support investigations regarding child abuse or severe neglect for the period April 1, 2024 through June 30, 2028.

FISCAL IMPACT:

County to receive funds from the City of Brentwood not to exceed $50,000. No County match is required.

BACKGROUND:

The County operates forensic interview services provided at the Children’s Interview Center (CIC). Since 1996, the CIC has worked in partnership with Law Enforcement, the District Attorney’s Office, Children and Family Services, County Mental Health, and other community agencies as part of a county-wide Multi-Disciplinary Team (MDT). Working collaboratively, the Team and the CIC respond primarily to allegations of child sexual abuse, but also to allegations of child physical abuse or witnesses to other traumatic events. Contra Costa County Law Enforcement agencies annually contribute funds to operate the CIC.

This Memorandum of Understanding with the City of Brentwood is for the County to receive funds to support the CIC.

CONSEQUENCE OF NEGATIVE ACTION:

If an agreement is not executed, City of Brentwood would not be able to contribute funds to the CIC.

CHILDREN'S IMPACT STATEMENT:

This agreement supports two of the five of Contra Costa County’s community outcomes: (4) "Families that are Safe, Stable and Nurturing"; and (5)"Communities that are Safe and Provide a High Quality of Life for Children and Families”.
