Report Title: Title III-C Senior Nutrition Program with Meals on Wheels Diablo Region

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Meals on Wheels Diablo Region, in an amount not to exceed $1,563,167 to deliver the Older Americans Act Title III-C Senior Nutrition Program for the period July 1, 2026, through June 30, 2027.
FISCAL IMPACT:
70% Federal, 30% State; all of which is budgeted in FY 26/27.
BACKGROUND:
On September 9th, 2025, the Board approved item C.44 to authorize a contract with Meals on Wheels Diablo Region, in an amount not to exceed $1,139,544 to deliver the Older Americans Act Title III-C Senior Nutrition Program for the period July 1, 2025, through June 30, 2026.
On October 2, 2025, Meals on Wheels Diablo Region was selected through Request for Proposal (RFP) 1226 to provide IIIC-2 Home-Delivered Meal services in the West County service area.
On March 3, 2026, the Board approved item C.42 to amend Meals on Wheels Diablo Region's contract to increase funding and service units to support them in providing meals in the West County service area as reflected in RFP 1226.
This contract renewal will allow Meals on Wheels Diablo Region to continue providing the Older Americans Act Title III-C Senior Nutrition Program, including both congregate and home-delivered meals, throughout Contra Costa County.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, Meals on Wheels Diablo Region will not be able to provide Senior Nutrition services for older adults in Contra Costa County.
