RECOMMENDATIONS:
ADOPT Blackhawk GHAD Resolution No. 2026-01 updating authorization for GHAD General Manager and GHAD Legal Counsel to work with the California Governor's Office of Emergency Services (Cal OES) for purposes of obtaining federal financial assistance for the performance of disaster services.
ADOPT Blackhawk GHAD Resolution No. 2026-02 adopting the GHAD budget for fiscal year 2026-27 and updating the GHAD Manager payment limit pursuant to the Consulting Services Agreement.
FISCAL IMPACT:
The GHAD is funded 100% through a portion of the property tax levied on properties within the GHAD.
BACKGROUND:
On April 22, 1986, the Contra Costa County Board of Supervisors adopted Resolution 86/210 approving the formation of the Blackhawk Geologic Hazard Abatement District ("GHAD") and appointed itself to serve as the GHAD Board of Directors ("GHAD Board"). The GHAD includes a GHAD General Manager (Sands Construction), GHAD Clerk/Attorney (Fennemore LLP) and a GHAD Treasurer (Laffer Tengler Investments) all appointed by the Board.
1. Reauthorizing GHAD Officers to work with Cal OES to obtain federal financial assistance (Resolution No. 2026/01).
On March 7, 2023 pursuant to Resolution No. 2023/01, the GHAD Board authorized the GHAD General Manager and the GHAD Legal Counsel to work with Cal OES to seek federal assistance for costs related to the winter 2022/2023 storms. Cal OES requires this authorization to be updated every three years. Resolution No. 2026/01 serves as that authorization.
