RECOMMENDATIONS:
Acting as the governing body of the Contra Costa County Flood Control and Water Conservation District (FC District), APPROVE and AUTHORIZE the Chief Engineer, or designee, to execute three individual contracts with Balance Hydrologics, INC., FlowWest, LLC, and Schaaf & Wheeler, Consulting Civil Engineers (Consultants), in an amount not to exceed $300,000 per individual contract to provide on-call consulting services for professional engineering services relating to hydrology, hydraulic, and hydrologic data collection for the period November 30, 2023 through November 29, 2026, Countywide.

BACKGROUND:
The FC District provides regional flood protection, technical information, hydrology data and education to cities and residents, and environmental stewardship for over 70 miles of streams and several detention basins as part of the County's flood protection system. The FC District prepares and reviews designs prepared by others that modify the existing flood protection system and require fluvial geomorphology professional services in these efforts. In many cases, the flood protection facility proposed for modification was constructed by the U.S. Army Corps of Engineers or the U.S. Department of Agriculture Natural Resources Conservation Service, which means following their standards, policies, and procedures.
