RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent to execute a Sole Source Purchase Order, on behalf of the Fire Chief, with International Motor Controls, Inc. in an amount not to exceed $600,000, including tax, for the manufacture and sale of electrical switchgear to ensure uninterrupted backup power to support the Contra Costa Regional Communications Center remodel project.

FISCAL IMPACT:

Budgeted: 100% CCCFPD EMS Transport Fund.

BACKGROUND:

A new generator will be installed during the construction of the new Contra Costa Regional Communications Center. The permanent power and emergency generator power run through the switchgear, which is a collection of electrical devices that protect, control, and isolate electrical equipment. Most recently, the open market has seen extreme delays with delivery times for custom switch gear. The fire district attempted to get ahead of these lead times by conducting a Request for Proposal (RFP) for equipment in early 2024, but the RFP failed.

Simultaneously, the District received bids for the construction of the communications center and awarded a contract to the lowest bidder. Initially, the district considered a change order for the general contractor to acquire this equipment. But after evaluating the change order, the magnitude for this request was startling, and could result in construction delays and additional costs for extended general conditions.

The construction team went back to the original concept of owner-provided gear. The team identified International Motor Controls, Inc., who can provide semi-custom gear that meets the needs of the projects and can be delivered in a reasonable amount of time.
