Referral History:
An annual update of the Independent Living Schools Program administered by the Employment and Human Services Department (EHSD) was first referred to the Family and Human Services Committee by the Board of Supervisors on October 17, 2006.

On June 7, 2016, EHSD requested, and the Board approved, expanding Referral #93 - Independent Living Skills Program to include additional youth services updates and retitling the referral to "Youth Services Report", so that the department can include reports on all youth services offered in the community through EHSD, including Workforce Investment and Opportunity Act (WIOA) and CalWORKs youth services.

On July 25, 2022, EHSD presented its last update to the Family and Human Services Committee on youth services and the Independent Living Skills Program activities, which was approved and forwarded to the Board of Supervisors at their October 18, 2022 meeting. The Board approved the report as recommended.

Referral Update:
Please see attached presentation providing an update on the Employment and Human Services Department's Independent Living Skills Program, which serves transitional age foster youth. Included in the report are details about the skill-building and youth engagement activities provided to the youth clients within the core areas of education, employment/vocational, housing, and well-being.
