RECOMMENDATIONS:
ADOPT a resolution to approve and authorize the Employment and Human Services Director, or designee, to execute a contract amendment with the State of California Department of Community Services and Development to modify production rates for the Bipartisan Infrastructure Law, Department of Energy Weatherization Assistance Program with no change to the payment limit of $2,614,954 or term ending June 30, 2027.
FISCAL IMPACT:
No change to original contract/revenue agreement amount of $2,614,954 (100% Federal funds).
BACKGROUND:
On December 13, 2022 (C.33), the Board of Supervisors approved the Employment and Human Services Director, or designee, to affirm participation in the Bipartisan Infrastructure Law (BIL) Department of Energy (DOE) Program. On July 18, 2023 (C.39), the Board of Supervisors authorized the Employment and Human Services Director to execute a revenue agreement. This board resolution is to amend the production language on the agreement with no changes to payment limit of $2,614,954 nor the term limit of June 1, 2023, through June 30, 2027.
CHILDREN'S IMPACT STATEMENT:
The BIL DOE funding supports the fourth community outcome established in the Children's Report Card: "Families that are Safe, Stable and Nurturing" by the provision of home energy assistance to keep households warm in winter and to increase household energy efficiency.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, County agreement documents will not have updated production language changes in order to commence serving eligible clients in Contra Costa County.
