RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Probation Department, a purchase order, containing modified indemnification language with Transfr Inc., in an amount not to exceed $33,386 for a multiple headset lease and access to educational training content for the youth at Juvenile Hall for the period of June 1, 2024 through May 31, 2026.

 

FISCAL IMPACT:

This purchase order will be 100% funded by the SB823 Youth Programs and Facilities Grant Program.

 

BACKGROUND:

As part of a grant offered by the Board of State and Community Corrections, the Contra Costa County Probation Department has an opportunity to develop vocational programs meant to reduce recidivism and promote success for youth leaving the John A. Davis Juvenile Hall. A large portion of the awarded grant to Probation allocates monies for technology to promote education and communication.

The headsets are pieces of technology that allow the user an opportunity to be hands on with vocational training in a virtual environment with hands on lessons, proactive sessions, and demonstrations. The intent of this inclusion is to further enhance the lessons received by the youth and give them another step towards being self-reliant after they leave the facility.

 

CONSEQUENCE OF NEGATIVE ACTION:

Without the headsets, the youth at Juvenile Hall may be withheld from a beneficial educational program that will better aid them in improving job opportunities and will hopefully reduce future, negative interactions with the justice system.
