RECOMMENDATIONS:

APPROVE referrals to the Transportation, Water, and Infrastructure Committee for action in 2024.

 

 

FISCAL IMPACT:

None. The cost to staff this committee is included in the budget of the Department of Conservation and Development. The cost for committee reports is borne by the department or agency responsible for addressing the referral item.

 

 

BACKGROUND:

Each year the Board of Supervisors is asked to approve a list of issues to be referred to its standing committees.

 

The attached list of referrals was reviewed and approved by the Transportation, Water, and Infrastructure Committee at its March 11, 2024, meeting for recommendation to the full Board of Supervisors. As seen in the attached and described below, the Committee recommends the following changes to the 2023 referral list for 2024:

1.                     New: Review and monitor Transportation Element development of the General Plan Update.

2.                     New: Monitor potential development of a historic preservation ordinance.

3.                     Revision: Incorporated the intent of referral #21, “Monitor implementation and ensure compliance with the single use carryout bag ban…” into referral #5 “Review projects, plans and legislative matters that may affect the health of the San Francisco Bay and Delta, including but not limited to…” which addresses water quality, waste diversion, and San Francisco Bay and Delta water quality and habitat conservation issues.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

The Transportation, Water and Infrastructure Committee will not have a Board of Supervisors approved list of issues to address.
