Report Title: Purchase Order with EBSCO Information Services, LLC for Rosetta Stone Library Solution Subscription through August 31, 2029

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the County Librarian, to execute a purchase order with EBSCO Information Services, LLC, subject to their EBSCO License Agreement - Standard and Enterprise License Agreement, in an amount not to exceed $122,882 for the renewal of Rosetta Stone Library Solutions Plus subscription for the period September 1, 2026, through August 31, 2029.
FISCAL IMPACT:
100% Library Fund.
BACKGROUND:
The Library offers patrons the Rosetta Stone product. Rosetta Stone includes instruction in 24 languages, including English as a Second Language. Rosetta Stone’s structured immersion method provides an intuitive language learning approach that dramatically increases the efficiency and effectiveness of language instruction and gives the learner a continuous experience of success. The product is available on computers and mobile devices.
The Terms and Conditions include limitation of liability and indemnification language that was reviewed by County Counsel.
EBSCO Information Services, LLC is the sole source provider to libraries of Rosetta Stone Library Solution Plus, therefore this purchase order is being sought with sole source justification.
This Purchase Order is entered into under and subject to the following legal authority, California Government Code § 31000.
CONSEQUENCE OF NEGATIVE ACTION:
If the Purchase Order is not approved, the Contra Costa County Library will not be able to provide patrons with the trusted Rosetta Stone language program that provides an award-winning interactive approach used by millions of learners around the world.
