Report Title: Grant application for the San Pablo Avenue Complete Streets/Bay Trail Gap Closure Project, Rodeo and Crockett areas.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to submit a Cycle 3, 2019 Subregional Transportation Mitigation Program (STMP) Update grant application to the West Contra Costa Transportation Commission (WCCTC) for the San Pablo Avenue Complete Streets/Bay Trail Gap Closure Project, Rodeo and Crockett areas (District I).
FISCAL IMPACT:
If awarded, these funds would supplement already awarded grant funding from the State Active Transportation Program and Cycle 2, STMP Update. (48% Federal Funds, 7% Regional Funds, and 45% Local Road Funds)
BACKGROUND:
On January 23, 2026, WCCTC issued a call for projects for Cycle 3 of the 2019 STMP Update funding opportunity. Only projects included on the 2019 STMP Update Project List are eligible to receive funding. Applications must be submitted by March 20, 2026. WCCTC's Board of Directors have made $6 million available for the projects on the 2019 STMP Update Project List. The following guidelines apply to this cycle: (1) each project sponsor may submit one funding application, (2) the total amount of funding sought by any single project sponsor must be less than $6 million and less than the amount remaining for the corresponding STMP project fund category, and (3) STMP Quarterly Reporting Form submissions need to be current.
Public Works staff recommends submitting an application for the San Pablo Avenue Complete Streets/Bay Trail Gap Closure Project. The San Pablo Avenue corridor between the Rodeo and Crockett communities has been recognized in numerous planning documents as a key route and targeted for multi-modal improvements.
