Report Title:                     New Contract with the Secretary of State for Voting System Replacement

Recommendation of the County Administrator Recommendation of Board Committee

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Clerk-Recorder, or designee, to execute a contract with the California Secretary of State, under which the Secretary of State will pay the County an amount not to exceed $2,302,275.17 to reimburse voting system replacement costs for the period July 1, 2025 through August 31, 2026.

FISCAL IMPACT:

Under the contract, the State matches the County’s spending 3:1 on voting systems and technology replacement.  The County maintains an elections equipment reserve that will serve as the source of the County’s required match.

BACKGROUND:

The contract will secure the use of funding offered by the Secretary of State for the purpose of reimbursement of the purchase of voting system and technology replacement.

CONSEQUENCE OF NEGATIVE ACTION:

Should the County choose not to execute the grant contract, the County will not be reimbursed with State funding for 75% of any voting system and equipment purchases made during the term period.
