RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with A & B Mechanical, Inc., effective October 31, 2024, to extend the term through October 31, 2025, with no change to the payment limit, for on-call maintenance and repair of heating, ventilation, and air conditioning (HVAC) systems at various County sites and facilities, Countywide.
FISCAL IMPACT:
Facilities Maintenance Budget. (No fiscal impact)
BACKGROUND:
The Public Works Department, Facilities Services is responsible for the maintenance and repair of all County buildings and facilities. Based on current Facilities Services staffing, some HVAC repairs are sublet to outside vendors to meet emergencies or unanticipated maintenance service requests.
Government Code Section 31000 authorizes the County to contract for special services for building security matters. Originally bid on BidSync #2006-412, A & B Mechanical, Inc. was one of three (3) contractors awarded for these services. On October 20, 2020, the Board approved a contract with A & B Mechanical, Inc. for the term November 1, 2020 through October 31, 2023 in the amount of $5,000,000. Amendment No. 1, effective February 28, 2023, extended the term through October 31, 2024.
Facilities Services is requesting Amendment No. 2 with A & B Mechanical, Inc. to be approved, extending the term from October 31, 2024 to October 31, 2025 for on-call HVAC services.
CONSEQUENCE OF NEGATIVE ACTION:
Without the approval of this Contract Amendment No. 2, heating, ventilation, and air conditioning (HVAC) services with A & B Mechanical, Inc. will discontinue, and future projects will not be completed.
