RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute an agreement  between Contra Costa County and the City of Concord for the maintenance of Concord Boulevard, a component of the City of Concord’s Residential Pavement Maintenance - Concord Blvd project, Concord area. (District IV)

 

FISCAL IMPACT:

The cost for the Residential Pavement Maintenance - Concord Blvd project is estimated to be $1.52 million. The County’s portion of the project is $160,000. (89% City of Concord Funds and 11% Local Road Funds).

 

BACKGROUND:

Concord Boulevard between Trail Creek Court and Mariposa Court is partially located within the City of Concord limits and partially within the right-of-way of Contra Costa County. The City of Concord plans to perform maintenance and resurfacing work along Concord Boulevard, including the portion within the County right-of-way, as part of the City of Concord’s Residential Pavement Maintenance - Concord Blvd project, on condition that the County contributes $160,000 towards the costs to perform the work within the County. In addition, the work includes the installation of bike lanes along Concord Boulevard, including within the County’s portion of the road. In May 2025, the Public Works Department coordinated with the City of Concord to finalize the terms of an agreement between the County and City for the planned maintenance work.

 

CONSEQUENCE OF NEGATIVE ACTION:

If the Public Works Department is not authorized to execute the agreement, the County’s portion of Concord Boulevard will not be resurfaced as part of the City of Concord’s project.
