RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Librarian’s execution of a contract amendment with Strategic Threat Management, Inc., to increase the payment limit by $118,500 to a new payment limit of $421,900 to provide additional library security services.
FISCAL IMPACT:
100% Library Fund.
BACKGROUND:
On June 21, 2022, the Board of Supervisors approved a contract with Strategic Threat Management, Inc. to provide security services at the Antioch Library, the Prewett Library, and Library Administration for the period July 1, 2022 through June 30, 2024. The Contra Costa County Library is requesting approval for a contract amendment with Strategic Threat Management, Inc., to provide additional armed security services at the Antioch Library due to the increase in frequency and severity of incidents over the last several months.
The security services provided will promote the safety of library patrons and employees at library locations and the safeguard equipment and property. The contractor will conduct visual checks of areas in and around Library locations, monitor and respond to staff requests, and report any illegal activity or suspected illegal activity to Antioch PD.
These services will assist in creating a safe and welcoming environment for library patrons and a safe environment for library staff.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, the Antioch Library will not have sufficient security to ensure the safety of library staff and patrons.
