RECOMMENDATIONS:

ESTABLISH a standing committee of the Board of Supervisors titled the "Contra Costa Resilient Shoreline Committee", which was previously an Ad Hoc Committee established on May 16, 2023, to address sea level rise adaptation and resilience, as recommended by Supervisors Gioia and Burgis.

FISCAL IMPACT:

The costs in staff time and materials for the Department of Conservation and Development's work activities associated with the Contra Costa Resilient Shoreline Committee will continue to be funded by the Measure X - Climate Equity and Resilience Investment allocation administered by the department, as were the costs associated with the Ad Hoc Committee.

BACKGROUND:

Senate Bill 272 (Laird) was approved by the Governor on October 7, 2023. The law requires local governments lying, in whole or in part, within the jurisdiction of the San Francisco Bay Conservation and Development Commission to develop a subregional San Francisco Bay shoreline resiliency plan to address sea level rise. This plan will include the use of the best available science, a vulnerability assessment that includes efforts to ensure equity for at-risk communities, adaptation strategies and recommended projects, identification of lead planning and implementation agencies, and a timeline for updates, as needed.

According to Senate Bill 272, local governments must have their plans developed by January 1, 2034. However, the County intends to start developing its plan in the coming months with recently awarded grant funding and endeavors to complete the plan in advance of the state deadline in order to proactively prepare the county's shoreline communities for the impacts of rising seas and move promptly towards the implementation ...
