RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No. 26313 to reclassify one (1) full-time Library Assistant-Journey Level (3KVB) (represented) position # 11721 at salary plan and grade QXX 1030 ($4,680.73-$5,977.49) and its incumbent to Librarian I (3AWB) (represented) at salary plan and grade QX5 1000 ($6,028.93-$7,328.21) and place the incumbent at Step 2 of the salary range of the new classification in the Library Department.

FISCAL IMPACT:
Upon approval, this action will result in an annual cost to the Library Fund of approximately $5,808. No fiscal impact to the County general fund.

BACKGROUND:
The Library Department is requesting to reclassify one Library Assistant-Journey Level position and its incumbent to Librarian I.

The Library's Collection Development/Technical Services unit consists of five professional Librarians, one paraprofessional Library Assistant-Journey Level, and three clerical staff.
Over the years, as the professional staff have changed, due to reassignment, promotion, or other actions, the paraprofessional Library Assistant gradually took on additional responsibilities to cover new vacancies to keep the operation of the unit running smoothly. These duties include, among others, cataloging responsibilities, acting as the caretaker of historical government records, and guiding new staff on processes regarding how to properly perform collection development work. For the past few years, these duties have become most of the position's incumbent's job. These responsibilities are more appropriate for professional staff, such as a Librarian I. Therefore, the Library believes the incumbent has been doing the duties of a Librarian I for a few years now.
