Report Title:                      Health Care Program for Children in Foster Care Certification

Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:

AUTHORIZE the Health Services Director, or designee, to sign the annual certification statement affirming that the Health Care Program for Children in Foster Care (HCPCFC) complies with all state and federal laws, regulations, and fiscal guidelines, as defined in the HCPCFC Program Manual and Financial Policy and Procedure Manual.

FISCAL IMPACT:

No fiscal impact. This is an administrative certification required to maintain program compliance and continued eligibility for state and federal funding related to Grant Award #29-338-32.

BACKGROUND:

Department of Health Care Services (DHCS) annually allocates HCPCFC funding to local jurisdictions to provide public health nursing care coordination and case management services, including connection to medical, dental, developmental, and behavioral health services for children and youth in foster care. The HCPCFC allocation from the DHCS for FY 2026-27 totals $1,454,380, a mix of federal and state general funds. Public health nursing services are required by California state statute and Senate Bill 319.

CONSEQUENCE OF NEGATIVE ACTION:

If the certification is not signed and returned to the State, the County will not be in compliance with HCPCFC program requirements, and the County may not receive funding, and foster children and youth who are in foster care placement will not receive public health nursing services.

CHILDREN’S IMPACT STATEMENT:

This program supports the following Board of Supervisors' community outcomes: Children and Youth Healthy and Preparing for Productive Adulthood; and Communities that are Safe and Provide a High Quality of Life for Children and Families.
