Report Title: Contract with Wireless Data Systems, Inc.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Clerk-Recorder, or designee, to execute a contract with Wireless Data Services, Inc. with a payment limit of $250,000 to provide asset management software for the period of February 10, 2026, through June 30, 2028.
FISCAL IMPACT:
100% General Fund. The costs of this agreement are within the Department’s operating budget.
BACKGROUND:
The Department conducted a Request for Proposal in June 2025 for a new Asset Management System to inventory, track, and manage assets including election supplies, equipment, and materials. Five vendors submitted proposals and Wireless Data Systems, Inc. (WDS) was chosen as the successful bidder to provide licensing, maintenance, and support of the WDS Elections database application. This application will be used for a diverse set of important election-related responsibilities including: (1) managing users (2) assigning roles (3) organizing election events (4) tracking polling places (5) managing routes of drivers (6) tracking supplies (7) managing ballot inventory and (8) tracking ballot drop box functionality.
This contract represents a contract with Wireless Data Systems, Inc. for a twenty-nine-month term from February 10, 2026, through June 30, 2028.
Wireless Data Systems’ license, maintenance, and support agreement contains a limitation of liability.
CONSEQUENCE OF NEGATIVE ACTION:
The Department would not have a software system in place for the upcoming June Primary to manage its assets.
