Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Consulting Services Agreement (contract) with MNS Engineers, Inc., in an amount not to exceed $360,000 for construction management services for the San Pablo Dam Road Storm Drain and Pavement Repair (1.2 Miles West of Wildcat Canyon Road) Project, for the period October 6, 2026, through June 30, 2028, Orinda area. (County Project No.: 0672-6U6265) (Federal Project No.: ER-15J9(162)) (District I)
FISCAL IMPACT:
Work performed under this contract will be funded by 88.53% Federal Emergency Relief Funds, 11.47% Local Road Funds
BACKGROUND:
The project consists of replacing dual 72-inch damaged Corrugated Metal Pipes with two 64-inch steel casing through a pipe ramming and will jack and bore an additional 52-inch culvert on the south side of the system. Work will also included temporary water diversion and dewatering, reconstruction of the roadway, replacing roadway striping, reconstruction of headwall and concrete flume.
MNS Engineers, Inc. was selected to provide construction management services for the project after completing a request for proposal solicitation and technical proposal process. Public Works has successfully negotiated with MNS Engineers, Inc. to provide the construction management services.
CONSEQUENCE OF NEGATIVE ACTION:
Without approval from the Board of Supervisors, this Consulting Services Agreement will not be in effect. A delay in construction of the Project will occur, ultimately delaying the completion of the Project. Project delay may also result in substantial additional project costs and jeopardize the funding.
