RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment/Extension Agreement #23-638-5 with Cactus Healthcare Resources LLC, a limited liability company, effective March 1, 2026, to amend Contract #23-638-2 (as amended by County Contract Amendments 23-638-3 and 23-638-4), to increase the payment limit by $12,180,000 from $6,820,000 to a new payment limit of $19,000,000, and to extend the termination date from December 31, 2026 to December 31, 2028 for additional consultation, technical assistance, temporary candidacy and training services for the Contra Costa Health (CCH) Information Systems Unit with regard to information technology analytics.

FISCAL IMPACT:
Approval of this amendment will result in additional expenditures of up to $12,180,000 and will be funded as budgeted by the department in FYs 2025-29, 100% by Hospital Enterprise Fund I revenues. (Rate increase).

BACKGROUND:
This Contract meets the needs of the CCH Information Systems Unit by providing consultation services to augment and assist staff in the Information Systems Unit regarding technical assistance and operational improvement initiatives, some of which are in support of ccLink, CCH's Electronic Health Records System used by CCH's Contra Costa Regional Medical Center, clinical staff, patients, and healthcare providers. Cactus Healthcare has provided such ongoing support since 2018.

This Contract is entered into under and subject to the following legal authorities: California Government Code ?? 31000.
