RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment, effective January 1, 2026, with Contra Costa Economic Partnership Inc. to increase the payment limit by $200,000, to a new payment limit of $1,030,000, to expand services to include development of a paramedic pre-apprenticeship program, and extend the term from March 31, 2026, to a new term ending December 31, 2027.
FISCAL IMPACT:
The increase is 100% Federally funded by Workforce Innovation and Opportunity Act (WIOA) funding. The total contract is funded 19% with Federal funds and 81% with Federal funds. This is budgeted for FY 2025-26 and will be budgeted in FY 2026-27.
BACKGROUND:
On February 27, 2024, the Board approved item C.50 to execute a contract with Contra Costa Economic Partnership Inc. for the period of March 1, 2024, through March 31, 2026, to support the Healthcare Initiative. On March 28, 2025, the Board approved item C.27 to amend the contract to increase funding to $830,000 to expand services including management of the Healthcare Initiative, coordination with stakeholders, development of training programs for medical assistants, and advancement of the High Road Training Partnership planning grant.
This action seeks to amend the contract to increase the payment limit by $200,000 in Workforce Innovation and Opportunity Act (WIOA) funds, increasing the contract limit to $1,030,000 and extending the term through December 31, 2027, to support development of a paramedic pre-apprenticeship program, Paramedic 4 Equity (P4E), that builds on the success of the County's registered paramedic apprenticeship.
