RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Administrator, or designee, to execute an agreement with Contra Costa Community College District, dba Los Medanos College, an amount not to exceed $1,000,000, to develop and implement nonprofit education, workforce development, leadership training, and mini-grant programs for nonprofit organizations in East Contra Costa County, for the period November 1, 2025, through October 31, 2028.

FISCAL IMPACT:
Approval of this Interagency Agreement will result in contractual expenditures of up to $1,000,000 over a three-year period and is funded 100% by Measure X funds.

BACKGROUND:
On December 12, 2023, the Board of Supervisors approved a three-year allocation of $1,000,000 to support capacity-building programs for community-based nonprofit organizations in East Contra Costa County. In alignment with this directive, the County Administrator's Office issued a Request for Proposals (RFP) on May 2, 2025, seeking a qualified provider to design and implement a comprehensive support program. Los Medanos College submitted the sole proposal, and a Notice of Intent to Award was issued on July 1, 2025.

Under the proposed contract, Los Medanos College, in collaboration with the Antioch Chamber of Commerce Foundation, will develop and deliver a multi-faceted program that includes nonprofit-specific education, workforce development, leadership training, and resources for nonprofit organizations. The program also includes a mini-grant component to enhance the effectiveness and sustainability of local nonprofits. Services will be targeted to East Contra Costa County, defined in the contract as Bay Point, Pittsburg, Antioch, Oakley, Brentwood, Byron, Discovery Bay, Knightsen, and Bethel Island.
