RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-475-217(1) with Global Family Care Network, Inc. (dba Daughter Project Girls Home), a non-profit corporation, in an amount not to exceed $734,496, to provide Medi-Cal Specialty Mental Health Services (SMHS) for youth in crisis, for the period from July 1, 2026 through June 30, 2029.

FISCAL IMPACT:
Approval of this Contract will result in budgeted expenditures of up to $734,496 over a three-year period and will be funded by 50% by Federal Medi-Cal and 50% Mental Health Realignment funds.

BACKGROUND:
Behavioral Health Services Division (BHSD)/Mental Health has an obligation to provide certain Medi-Cal SMHS including case management and crisis intervention for its members under the terms of their Individual and Group Health Plan membership contracts with the County. This Contract meets the social needs of County's population by providing community-based mental health services focusing on high-risk youth in crisis which will result in positive social and emotional development at home, in the community and greater school success. This Contractor has been providing these mental health services while fostering a deep understanding of the BHSD organizations mission, values, and long-term objectives since July 1, 2025.

This Contract is entered into under and subject to the following legal authorities: Welfare and Institution Code, ?5600 et seq. (The Bronzan-McCorquodale Act); California Code of Regulations ("CCR"), Title 9, ? 523 et seq. (Community Mental Health Services) and California Government Code ?? 26227 and 31000.
