RECOMMENDATIONS:
APPROVE and AUTHORIZE the Interim Health Services Director, or designee, to accept Grant Award #29-265-40 from the California Department of Public Health (CDPH), to pay the County an amount not to exceed $14,930,834 for County's Public Health Maternal and Child Health (FMCH) program to support improving the health and well-being of vulnerable women, infants, children, and families in Contra Costa County for the period from July 1, 2026 through June 30, 2029.
FISCAL IMPACT:
Approval of this Grant Award will result in an amount not to exceed $14,930,834 for Fiscal Years 2026-2029 from CDPH. No County match is required.
BACKGROUND:
The FMCH program within the Public Health Division is dedicated to improving the health and well-being of vulnerable women, infants, children, and families in Contra Costa County. FMCH administers evidence-based programs that provide education, resources, and supportive services during pregnancy and throughout the early years of a child's life. Collectively, these programs aim to strengthen maternal health, promote healthy birth outcomes, and reduce health inequities across communities.
FMCH oversees several core programs, including Maternal, Child and Adolescent Health (MCAH), Black Infant Health (BIH), the Perinatal Equity Initiative (PEI), the Adolescent Family Life Program (AFLP), and the Maternal, Infant, and Early Childhood Home Visiting Program (MIECHV). These programs support pregnant women, new and young mothers, and families with young children, with particular emphasis on improving birth outcomes in African American communities and other populations disproportionately impacted by adverse maternal and child health indicators.
