Report Title:                     Execute a Contract with Guidehouse Inc.

RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Chief Information Officer, or designee, to execute a contract with Guidehouse, Inc., for Workday post-production support for the ongoing operation of Workday Finance, including resolution of production issues and support for continuous improvement initiatives, in an amount not to exceed $780,000 for the period of March 17, 2026, through March 16, 2029.

 

FISCAL IMPACT:

 

The cost of this service is included in the department’s FY 25-26 budget (100% User Departments).

 

BACKGROUND:

 

In April 2023, Contra Costa County (CCC) officially launched its Workday Financial Management System, marking a significant milestone in the County’s technology modernization efforts. The implementation replaced a legacy financial system that had been in use for more than 40 years, resulting in improved financial operations, enhanced reporting capabilities, and increased overall system efficiency.

 

To support the ongoing operation of Workday, the County requires a managed services agreement to provide post-production support, including resolution of production issues and support for continuous improvement initiatives.

 

At the end of 2025, the Department of Information Technology (DoIT) conducted a Request for Proposals (RFP) for Workday post-production support, through which Guidehouse was awarded the contract. The contract includes a limitation of liability capping Guidehouse’s liability at five million dollars.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

If this request is not approved, the County may have limited capacity to provide post-production support within the Workday environment, including resolution of production issues and support for continuous improvement initiatives.
