RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Probation Officer, or designee, to execute a contract with 1Hundred Years Enterprise LLC, in an amount not to exceed $228,000 for educational construction courses for youth at Juvenile Hall for the period of September 1, 2026 through August 31, 2028.
FISCAL IMPACT:
This contract is 100% funded by the State Juvenile Justice Realignment Block Grant.
BACKGROUND:
For the past four years, 1Hundred Years Enterprise LLC (1HYE) has provided the Multi-Craft Core Curriculum (MC3) program to youth committed to the Briones Youth Academy Secure Pathway. The proposed agreement continues the program for a fifth and sixth year.
MC3 is a structured construction-industry education and pre-apprenticeship program for up to 12 youth. The 12-month, closed-enrollment program meets three times per week for 4.5 hours per class, including during school breaks and holidays. The curriculum includes construction trades and career pathways; workplace expectations; wages and benefits; health and safety/OSHA requirements; financial literacy; CPR/First Aid; blueprint reading; tools and materials; and construction math. Youth also receive regular exposure to construction and trades professionals. Youth who complete the course receive a certificate and entry into a pre-apprenticeship program.
The program is an established component of the Secure Pathway’s rehabilitative and reentry programming. It provides youth with marketable skills, exposure to realistic career options, and a pathway toward employment following release. Youth from prior cohorts have obtained employment in various construction fields to include welding and painting.
