RECOMMENDATIONS:
ADOPT Resolution accepting as complete the contracted work performed by Sletten Construction, a Montana Corporation, for the West County Re-Entry, Treatment and Housing Project, located at 5555 Giant Highway, Richmond, CA.
AUTHORIZE the Auditor-Controller to release the retention associated with the WRTH Project.
FISCAL IMPACT:
There is no fiscal impact associated with accepting completion of contracted work, the retention funds have been withheld from payments in accordance with the contract documents.
BACKGROUND:
Contra Costa County Contracted with Sletten Construction Company for the construction of the West County Re-Entry, Treatment and Housing (WRTH), at the West County Detention Facility in Richmond.
Contract Summary:
* Initial Contract Amount: $ 95,500,000
* Owner Contingency Allowance: $ 2,846,249
* Total Change Orders: $ 8,468,826
* Final Contract Total: $106,815,075 (inclusive of mutually agreed adjustments)
The WRTH project was substantially completion on March 26, 2026. All required permit inspections have been completed and officially approved. The County Administrator's Office has performed a final review of the site and verified that the work meets all contractual specifications.
Consequently, the County Administrator's office recommends that the Board adopt the resolution formally accepting the contract work as complete to initiate the final closeout process.
CONSEQUENCE OF NEGATIVE ACTION:
