Report Title: Amended Contract High Risk Pest Exclusion with the California Department of Food and Agriculture

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to execute an contract amendment with the California Department of Food and Agriculture to receive additional funds of $144,966.55 for total reimbursement in an amount not to exceed $243,379.99 for the County to provide pest exclusion inspections, with no change to the term through June 30, 2026.
FISCAL IMPACT:
The State will reimburse the County for expenses incurred in an amended amount not to exceed $243,379.99. This revenue has been budgeted in Fiscal Year 2025/2026. 100% State, no County match.
BACKGROUND:
The original contract was not required to receive Board approval due to the amount being $98,413.44, under the requirement threshold.
The goal of Pest Exclusion is to keep exotic agricultural and environmental pests out of the State of California and to prevent or limit the spread of newly discovered pests within the state. The Agricultural Commissioner’s Department oversees enforcement of quarantines, inspections of packages at parcel carriers with help of Canine teams, as well as phytosanitary certification of exports.
CONSEQUENCE OF NEGATIVE ACTION:
A negative action would result in the loss of revenue to the County and possible threats to the local agriculture and residents of Contra Costa County.
