RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment/Extension #74-554-11 with NAMI Contra Costa, a non-profit corporation, effective June 30, 2026, to amend Contract #74-554-10, to increase the payment limit by $379,742, from $744,591 to a new payment limit of $1,124,333, and to extend the termination date from June 30, 2026 to December 31, 2026, for additional Family Volunteer Network Program services for families in Contra Costa County who have loved ones with Severe and Persistent Mental Illness (SPMI).

FISCAL IMPACT:
Approval of this Amendment/Extension will result in additional expenditures of up to $379,742 and will be funded 100% by Behavioral Health Services Act (BHSA) revenues. Beginning July 1, 2026, the Mental Health Services Act (MHSA) funding fully transitions to the BHSA to reflect full implementation and oversight required under California Proposition 1, approved by voters in March 2024, which modernizes MHSA by renaming it the BHSA and redirecting funding to support building a comprehensive, integrated, and unified behavioral health system statewide. (No rate increase)

BACKGROUND:
The Behavioral Health Services Department has been contracting with NAMI Contra Costa since January 2018 to develop and implement a Family Volunteer Network Program which will provide consultation and support to families in Contra Costa County who have loved ones with SPMI. This program will address the unique needs of the participants in developing coping strategies and handling challenges posed by mental illness within their families.
